India's Ethanol Policy Must Be Debated on Facts, Farmer Welfare and National Interest--False Campaigns Should Not Derail India's Biofuel Revolution- Kishore Tiwari

Tiwari has been actively raising farmers' issues through public movements since 1990 and is widely recognised for his work on agriculture and the rural economy. Between 1999 and 2005, he worked closely with Dr. M. S. Swaminathan and the National Commission on Farmers on issues relating to agrarian reforms and farmer welfare.
From 2015 to 2023, the Government of Maharashtra appointed him Chairman of the Late Vasantrao Naik Sheti Swavalamban Mission with the rank of Minister of State. According to Tiwari, the Mission's work received national and international recognition. He said he chose to speak publicly on the ethanol issue because he has closely observed Union Minister Nitin Gadkari's advocacy of biofuels since 1996.
Tiwari noted that Vidarbha is predominantly a dryland farming region and contributes only about one per cent of India's ethanol production. He said that, despite this limited contribution, he was compelled to express his views after witnessing what he described as disproportionate criticism directed at India's ethanol programme. He also stated that he is prepared to participate in an open public discussion on the subject.
In his statement to the media, Tiwari said that the ethanol debate should not revolve around individuals, industrial groups or political allegations. Instead, the focus should remain on farmers' income, rural employment, food security, environmental sustainability and India's journey towards energy self-reliance.
He said that the quantity of agricultural feedstock presently used for ethanol production represents only a limited proportion of India's overall agricultural output. Therefore, attributing the country's entire agrarian crisis to the ethanol programme is not supported by the available facts.
He pointed out that countries including the United States, Brazil, Canada, Australia, Paraguay, Bolivia, Zimbabwe and several European nations have adopted ethanol blending in different forms. India, he said, should continue to develop its ethanol policy on scientific principles while safeguarding both national interests and farmers' welfare.
Tiwari emphasized that food security must remain the country's highest priority. Public Distribution System requirements, welfare programmes, buffer stocks and national contingencies should always take precedence, with only authorised surplus resources being considered for ethanol production.
He further stated that India's long-term opportunity lies in expanding second-generation biofuels produced from agricultural residues and agro-waste. Crop stubble, cotton stalks, sugarcane residue, maize residue and other agricultural biomass can generate additional income for farmers, create rural employment, reduce pollution and strengthen India's energy security.
"The Indian farmer is not only an Annadata (provider of food), but can also become an Urjadata (provider of clean energy). If agricultural residues acquire economic value, farmers, the environment and the nation will all benefit."
Tiwari appealed to the media to ensure that discussions on national policy remain anchored in verified facts, scientific evidence and responsible journalism, adding that incomplete or inaccurate narratives should not undermine the interests of farmers.
He concluded by stating:
"The success of India's ethanol policy should ultimately be measured by higher farmer incomes, timely payments, stronger rural economies and greater national energy security. Any misinformation that harms farmers' interests ultimately works against the national interest as well."

किसान नेता एवं कृषि नीति विश्लेषक किशोर तिवारी ने आज गंभीर चिंता व्यक्त की कि भारत के E-20 एथेनॉल मिश्रण कार्यक्रम के विरुद्ध चलाया जा रहा भ्रामक प्रचार किसानों, ग्रामीण अर्थव्यवस्था और देश की दीर्घकालीन ऊर्जा सुरक्षा के हितों को प्रभावित कर सकता है।
तिवारी वर्ष 1990 से किसान आंदोलनों के माध्यम से किसानों के मुद्दे उठाते रहे हैं और कृषि तथा ग्रामीण अर्थव्यवस्था के अध्ययन के लिए व्यापक रूप से जाने जाते हैं। वर्ष 1999 से 2005 के बीच उन्होंने राष्ट्रीय किसान आयोग के साथ डॉ. एम. एस. स्वामीनाथन के साथ कृषि सुधार और किसान कल्याण से जुड़े विषयों पर कार्य किया।
वर्ष 2015 से 2023 तक महाराष्ट्र सरकार ने उन्हें स्वर्गीय वसंतराव नाईक शेती स्वावलंबन मिशन का अध्यक्ष नियुक्त किया तथा उन्हें राज्य मंत्री का दर्जा प्रदान किया। तिवारी के अनुसार मिशन के कार्यों को राष्ट्रीय एवं अंतरराष्ट्रीय स्तर पर भी सराहा गया। उन्होंने कहा कि एथेनॉल विषय पर उन्होंने पहली बार सार्वजनिक रूप से इसलिए अपनी राय व्यक्त की है क्योंकि वे वर्ष 1996 से केंद्रीय मंत्री नितिन गडकरी द्वारा जैव ईंधन के पक्ष में किए जा रहे प्रयासों को निकट से देखते रहे हैं।
तिवारी ने कहा कि विदर्भ मुख्यतः वर्षा आधारित कृषि क्षेत्र है और भारत के कुल एथेनॉल उत्पादन में उसका योगदान लगभग एक प्रतिशत है। उन्होंने कहा कि एथेनॉल कार्यक्रम के विरुद्ध हो रही तीव्र आलोचना को देखते हुए उन्होंने अपना पक्ष स्पष्ट करना आवश्यक समझा है तथा इस विषय पर खुली सार्वजनिक चर्चा के लिए भी तैयार हैं।
उन्होंने कहा कि एथेनॉल पर बहस का केंद्र किसानों की आय, ग्रामीण रोजगार, खाद्य सुरक्षा, पर्यावरण संरक्षण और भारत की ऊर्जा आत्मनिर्भरता होना चाहिए, न कि व्यक्तियों, उद्योग समूहों या राजनीतिक आरोप-प्रत्यारोपों पर।
उन्होंने कहा कि एथेनॉल उत्पादन के लिए प्रयुक्त कृषि संसाधनों का अनुपात भारत के कुल कृषि उत्पादन की तुलना में सीमित है। इसलिए देश के समस्त कृषि संकट का कारण एथेनॉल कार्यक्रम को ठहराना उपलब्ध तथ्यों के अनुरूप नहीं है।
तिवारी ने कहा कि अमेरिका, ब्राज़ील, कनाडा, ऑस्ट्रेलिया, पैराग्वे, बोलीविया, ज़िम्बाब्वे तथा यूरोप के अनेक देशों ने एथेनॉल मिश्रण को अपनाया है। भारत को भी किसानों और राष्ट्रीय हित को ध्यान में रखते हुए इस नीति को वैज्ञानिक एवं टिकाऊ आधार पर आगे बढ़ाना चाहिए।
उन्होंने स्पष्ट किया कि खाद्य सुरक्षा सर्वोच्च प्राथमिकता बनी रहनी चाहिए। सार्वजनिक वितरण प्रणाली, कल्याणकारी योजनाओं, बफर स्टॉक और राष्ट्रीय आवश्यकताओं की पूर्ति के बाद ही अधिकृत अधिशेष संसाधनों का उपयोग एथेनॉल उत्पादन के लिए किया जाना चाहिए।
तिवारी ने कहा कि भारत का भविष्य कृषि अवशेष आधारित द्वितीय पीढ़ी के जैव ईंधन में निहित है। पराली, कपास के डंठल, गन्ने के अवशेष, मक्का के अवशेष तथा अन्य कृषि अपशिष्ट किसानों की अतिरिक्त आय, ग्रामीण रोजगार, प्रदूषण में कमी और ऊर्जा सुरक्षा का आधार बन सकते हैं।
"भारतीय किसान केवल अन्नदाता ही नहीं, बल्कि भविष्य के ऊर्जादाता भी बन सकते हैं। यदि कृषि अवशेषों को आर्थिक मूल्य मिले तो किसान, पर्यावरण और राष्ट्र—तीनों को लाभ होगा।"
उन्होंने मीडिया से आग्रह किया कि राष्ट्रीय नीतियों पर चर्चा करते समय सत्यापित तथ्यों, वैज्ञानिक अध्ययनों और जिम्मेदार पत्रकारिता को प्राथमिकता दी जाए तथा अपूर्ण या भ्रामक जानकारी से किसानों के हित प्रभावित न होने दिए जाएँ।
उन्होंने कहा:
"एथेनॉल नीति की सफलता का वास्तविक मापदंड किसानों की बढ़ी हुई आय, समय पर भुगतान, मजबूत ग्रामीण अर्थव्यवस्था और भारत की ऊर्जा आत्मनिर्भरता होना चाहिए। किसानों के हितों को नुकसान पहुँचाने वाला कोई भी भ्रामक प्रचार अंततः राष्ट्रीय हित के भी विरुद्ध जाता है।"
